Andrea Ordoñez - Director of Operations

Andrea Ordoñez has been part of the Webb County Heritage Foundation for 18 years, beginning as a part-time museum assistant and now serving as Director of Operations. Throughout her career, she has remained dedicated to historic education, heritage tourism, and preservation, while also focusing on creating meaningful connections with the community. Andrea is committed to making local history accessible and engaging for all, and continues to lead efforts that celebrate and preserve the cultural legacy of Laredo and Webb County. 

When she’s not at work, you can find her behind a camera, editing videos, hanging out at her favorite coffee shops and restaurants with friends, or spending time with her family and her dog, Totino. Contact Andrea

Edwardo Garcia- Museums Services Manager

With over 18 years of dedication, Edwardo “Lalo” Garcia has been the creative force of the Border Heritage Museum. As museum manager, tour guide, and in-house media producer, Lalo brings local history to life through engaging exhibits and original video projects that help share the region’s cultural story. His passion for storytelling, design, and community shines through in everything he does.

When he’s not at the museum, Lalo’s still creating, you’ll likely find him recording short videos, listening to music, making beats, playing chess, or coming up his next big idea.  Contact Lalo

Lupita Valdepeña - Administrative Coordinator

In her three years with the Webb County Heritage Foundation, Lupita Valdepeña has become an invaluable part of the team. Based out of Houston, she handles a wide range of administrative duties with precision and care. Her strong organizational skills and attention to detail help keep everything running smoothly behind the scenes.

Outside of work, Lupita is a true book lover, you can almost always find her reading something new. She also enjoys collecting trinkets and exploring Houston. Contact Lupita



Leonardo Ordoñez - RRG Museum assistant

Leonardo Ordoñez joined the Webb County Heritage Foundation team in 2024 after first volunteering his time and talents with the organization. A 2014 graduate of Texas A&M University, he is the Museum Assistant at the Republic of the Rio Grande Museum, where he supports daily operations, welcomes visitors, and assists with special events and programs.

In his free time, Leo enjoys cycling, photography, making music, keeping up with Formula 1, and spending time with his rescue dog, Athena.



ALISA PEÑA - BHM MUSEUM ASSISTANT

Alisa is currently studying Music Education with a focus on Piano at Laredo College. As our Community Archivist, she supports daily operations and is helping digitize oral histories for our online archive. She brings fresh ideas and thoughtful insight to the team.

Before joining WCHF, Alisa was a member of Los Cinco, a grassroots group dedicated to improving neighborhoods around Zacate Creek. Through her work, she used the arts as a powerful tool to spark community engagement and drive positive change.

Outside of her work and studies, you can catch her exploring downtown, checking out art exhibits, or hitting the pickleball court (and she’s even offered to give the WCHF staff a few lessons!)
